Wilhemlmina LaBar was born in Stroudsburg, Pa on January 7, 1914.  Her parents names were Ira Andrew LaBar and Florence Siptboth.  She attended a Methodist Church.  She attended Hagerstown (Md) High School and Stroudsburg High School.  Upon graduation she matriculated to Dickinson College were she was active in the Zeta Tau Alpha sorority and other activities in the school.  After she graduated in 1934 with a Bachelor of Science Degree, she married Spencer B. Smith and became a housewife.
